According to a 2014 study, 54% of US manufacturers over $1billion in revenue
are considering Reshoring some or all of their manufacturing. Site evaluation
and the correct site selection are critical to the success of these projects.
Establishing manufacturing at the right site has an economic multiplier effect
on communities. Manufacturing jobs pay well and workers use their wages to buy
homes, cars and other goods in the local community. Everybody wins. Reshoring
is a very popular idea among businesses, their customers and governments where
jobs growth will have the most impact. But it’s not that simple. Reshoring
requires a carefully crafted journey through innovation, automation,
localization of products and site/community selection. You will learn about the
major components in this decision and what you need to develop a business case to
bring manufacturing back to specific communities. We will also learn about some

extension for the Holzheimer Memorial Student Scholarship for Economic
Development Planning. <b><u>Applications for the 2015 scholarship are now due
on February 15. </u></b>If you know of strong projects by Master's level students
who are enrolled in or recently graduated from PAB-accredited planning

called the Economic Development Division Travel Scholarship, has recently been
renamed in memory of longtime APA member and economic development visionary,
Dr. Terry Holzheimer of Arlington County and Virginia Tech. The <b>$1,000 award
is a travel scholarship</b> provided by the APA’s Economic Development Division
to support attendance at the national APA meeting in the spring. The award will
be decided on the basis of <b>a letter of recommendation</b> from a faculty
member and an <b>original student paper or work that is 2,500 words or less.</b>

submission should speak to practitioners about a substantive topic related to

care about the findings; soundness of data collection and methods; quality

Applications are invited from Master's level students enrolled in PAB-accredited planning departments in the United States, as well as individuals who have graduated from those programs in the past year. The $1,000 award is a travel scholarship provided by the Division to support attendance at the national APA meeting. The award will be decided on the basis of a letter of recommendation from a faculty member and an original student paper or work that is 2,500 words or less. The original student submission should speak to practitioners about a substantive topic related to economic development and planning in the United States.</div>

<b>Description: </b>This session will focus on the kinds of incentives and
planing tools that can be used to promote both redevelopment in the traditional
centers of a city — those outside downtown — and the unification of those areas
through mass transit. The session will cover the use of a variety of economic
development incentives, form-based codes implementation, and use of the
Institute for Transportation Engineers "Walkable Urban Thoroughfares
Manual" as a package for revitalization in El Paso, Texas. <br />

<b>About the Presenter:</b> Mathew McElroy, AICP, is Director of the City
Development Department for the City of El Paso and oversees the Planning,
Building Permits and Inspections, and Economic Development divisions. Prior to
joining the City of El Paso, he served as the Associate Director of the
Institute for Policy and Economic Development (IPED) at the University of Texas
at El Paso. In his work at IPED, Mathew oversaw research operations. His work
extended from redevelopment studies and housing to econometric forecasting,
input-output based economic impact analysis, and geographic information systems
(GIS). In his final year at UTEP, he co-led the team that won the Council for
Community and Economic Research (C2ER) National Award for Excellence in Policy
Analysis for a bi-national industry cluster study. Mathew is a University of
Texas at El Paso graduate of the English (BA) (1997), Master in Public
Administration (2000), and Master of Science in Economics (2008) programs. <br />

municipality. Unfortunately, in the world of economic development there are
plenty of examples of poorly-designed projects, terrible advice, real estate
fads, and clear fraud. As planners and economic developers, we have a duty to
our clients to provide sound advice and analysis to protect the interest of the
municipality, and ultimately the taxpayers. In this webinar we examine a few
failed projects that damaged the financial position of the municipality that
undertook them and consider what lessons we can learn from these unfortunate

session will utilize the experiences of the presenters, along with their survey
of prominent site selectors, to help planners understand how the

unincorporated Sarasota County, Florida, is a former unimproved borrow pit lake
that is being transformed into a 600‐acre regional park with a world‐class
rowing venue. The project is a partnership of the county, state, private
developer, local economic development corporation, recreation experts, schools,
rowing clubs, and local citizenry. A sports tourism opportunity was identified
in the design of the park in which the rowing venue element plays an important
role in attracting international attention for world‐class aquatic competitive
events. The rowing events bring in economic, quality of life, and health
benefits that far exceed the financial investment. Sarasota County’s
conservative estimates of economic impact in today’s market are approximately $13
million of direct spending by participants and attendees with a total regional

Market Economic Strategy</b> is the culmination of ten months of community
outreach, technical research, and collaboration of a diverse group of
stakeholders focused on creating a clear and unified plan to improve the
Central Market district of San Francisco. While the area has historically been
a regional center for arts, entertainment, and retail, the area has struggled over
the past several decades with high vacancy rates, physical blight, a lack of
private investment, and a variety of social challenges such as homelessness,
drug activity, and a concentration of extremely low income single room
occupancy housing. The Economic Strategy reflects a unified framework from over
a dozen entities that prioritizes activities, programs, and policies. The
approach has produced visible results over the past year such as: 9 tech
companies and one venture capital firm have occupied almost 1 million square
feet of space in the district; 8 new small businesses have opened and 2 have
expanded; 3,300 residential units are under construction; 9 performance/gallery
venues have either opened or are in the pipeline; and vacancy rates have
decreased significantly. <o:p></o:p></span></div>

Everybody knows that the oceans, Great Lakes, and their
associated coastlines serve as economic engines. We play on the beaches, ship
cargo on the surface of the water, catch fish from the oceans and Great Lakes,
and extract oil, gas, sand, and gravel from beneath their surfaces. The
economic activity stemming from these resources can serve as main sources of economic
development in a community.<o:p></o:p></div>

Historically, data and information specifically on the
economic contributions of the oceans and Great Lakes have been difficult to
find because they’ve been buried in much larger, national data sets. The
Coastal Services Center, an office of the National Oceanic and Atmospheric
Administration (NOAA), has tackled this problem by creating the free <a href="http://www.csc.noaa.gov/digitalcoast/data/enow">Economics: National Ocean
Watch (ENOW) data set</a><span class="MsoHyperlink">.<o:p></o:p></span></div>

If yes, what is the signficiance of the role of rail transit, versus other factors, in regional economic growth? In this webinar Bill Lee, Executive Vice President of AECOM Economics, will provide an extensive data-based review of three city pairs, each representing two cities that once had similar profile, but with one city that invested in regional rail transit and the other that did not. Data that was used in this analysis included historical office construction data for comparable central business districts. The three city pairs that will be discussed include: San Francisco, California and Los Angeles, California (1970 -1990), Portland, Oregon and Memphis, Tennessee (1980 – 2000), and San Diego, California and St. Petersburg, Florida (1980 – 2000).</span>
